The following was developed by a team of teachers and administrators in Edgewood Independent School District, San Antonio, Texas. As I was one of the participants in the writing process, I hope that you may find it of use. Part 2 of this plan outlines activities supporting individual goals and objectives.

VISION
Utilizing diverse technologies, our school district will enable students to acquire effective communication and problem-solving skills in order to meet the needs of a technologically evolving society.
MISSION
Our school district will provide on-going accessibility to technological resources to develop the learning strategies students need to actualize their potential as life-long learners.
Five Year Technology Plan
Goal 1: All community members will have access to uses of technology in their working and learning environment (e.g. students, teachers, paraprofessionals, administrators, and parents).
Objective 1: To plan for and to provide necessary hardware and software to give staff members access to technology.
Objective 2: To provide opportunities for community members to make use of technology.
Objective 3: To involve business, government and entertainment groups in promoting and supporting uses of technology.
Goal 2: All students will be proficient in computer application tools.
Objective 1: By eighth grade, students will be prepared to master the computer-based technology essential elements as measured by the TAAS, Spring 1995.
Objective 2: By twelfth grade, all students will demonstrate the ability to incorporate productivity tools in their senior projects.
Goal 3: All school district community members will become proficient in computer application and productivity tools and in instructional software.
Objective 1: To provide instructional support for all teachers, aides, and parents using instructional technology both in the labs and classrooms.
Goal 4: Instruction and assessment strategies will evolve to facilitate coordinated integration of technology into the curriculum.
Objective 1: Promote district and campus integration of technology.
Objective 2: Restructure core curricula.
Objective 3: Rethink student assessment.
Objective 4: Establish instructional models for teacher appraisal system.
Objective 5: Develop new teaching strategies that incorporate technology into the classroom.
Goal 5: To provide an integrated information management system with up to date hardware, software, and technological assistance to support effective management of all administrative and instructional activities of the district.
Objective 1: Implement a district-wide computer network allowing communication between schools and departments.
Objective 2: Coordinate enrollment procedures through implementation of a student management database in order to improve student outcomes.
Objective 3: Provide teachers and administrators access to a wide range of campus-based evaluation tools.
Objective 4: Provide an automated purchasing, receiving and inventory system at district and campus levels.
Objective 5: Provide for automation of student archival records.
Objective 6: Provide for automation of maintenance and computer work orders.
Objective 7: Provide campuses and departments a series of help line (e.g. expert system) programs to answer most commonly asked questions.
Objective 8: Provide for automation of personnel office.
